سلامتي: تطبيق GIS لرصد وباء كورونا

في إطار مبادرة من تجمع السلطات المحلية السويدية في لبنان SKL International بالشراكة مع مركز نظم المعلومات الجغرافية (GIS) في كلية الهندسة في جامعة البلمند وذلك بتمويل من جامعة البلمند والسويد في لبنان جرى يوم الإثنين ٢٣ اذار ٢٠٢٠ إطلاق نموذج تطبيق "سلامتي".
 
يعتمد التطبيق على تكنولوجيا نظم المعلومات الجغرافية و المسح الميداني لجمع المعلومات الصحية لسكان إتحاد بلديات الدريب الأوسط و  إتحاد بلديات جرد القيطع في عكار.
 
يسعى هذا التطبيق الى  إنشاء قاعدة بيانات تساعد السلطات المحلية ولجان الطوارئ.  سيختبر التطبيق الممرضات والأطباء المتطوعين لبناء قاعدة بيانات شاملة تتيح الفرز الأولي السريع لحالات COVID-19 المحتملة و تحديد المناطق و الأشخاص الأكثر عرضة للإصابة. الهدف من هذا العمل هو احتواء انتشار الوباء وتعزيز استعداد السلطات المحلية وتحسين قدرتها للإستجابة للأزمة. في هذا الإطار سيشارك في هذا العمل مهندسون ذوو خبرة في تكنولوجيا نظم (GIS) كانوا قد تدربوا على هذه الأعمال ضمن إطار التعاون بين جامعة البلمند ونقابة المهندسين في طرابلس والشمال.  تجدر الاشارة الى أن هذا العمل يأتي في سياق التزام الجامعة مع شركائها الخدمة المجتمعية لاسيما في المناطق الأكثر حاجة الى تطوير مقدرات الادارات المحلية فيها.
 
هذا و تسعى الجامعة حاليا لتطوير عدد من الحلول و التطبيقات التي تعتمد نظم (GIS)بهدف المساهمة في الجهود الوطنية لمواجهة وباء COVID-19 وفي إطار إطلاق العمل بهذا التطبيق، أشار نائب رئيس الجامعة للعلاقات الدولية والشؤون المحلية وعميد كلية الهندسة البروفسور رامي عبود أن هذه المشاريع تنبع من مسؤولية الجامعة المجتمعية لا سيما في الوقت العصيب الذي يمر به لبنان والعالم في مواجهة خطر وباء كورونا المحدق.
 
كما أشار عبود الى أن مختلف الجهود في هذا الاطار تنطلق من توجيهات رئيس الجامعة الدكتور الياس وراق الذي يترأس خلية الأزمة التي أنشأتها الجامعة لتعنى بمختلف أوجه ازمة كورونا و انعكاساتها على الجامعة و المجتمع و الوطن. و ختم عبود: "واجب الانسان مساعدة أخيه الانسان ومن هنا نسعى كجامعة إلى وضع  قدراتنا في خدمة مجتمعنا ووطننا.


Within the framework of an initiative of SALAR (Swedish Association for Local Authorities and Regions) in Lebanon, SKL International, in partnership with the Geographic Information Systems (GIS) Center at the Faculty of Engineering at the University of Balamand (UOB), the pilot "Salamati" application was launched 23 March 2020, funded jointly by the University of Balamand and Sweden.

This novel application, developed by Dr Amal Iaaly and Mr Patrick Daou of the GIS Center, depends on the GIS technology and field survey to collect health information for the residents of the Union of Municipalities of the Dreb Al Awsat and Jurd Al-Qayta 'in Akkar.
 
The ambition of this App is to create a comprehensive database that helps local authorities and emergency committees at a time of disaster. The App will be utilised by volunteer nurses and doctors to build a comprehensive database that enables rapid initial screening of potential COVID-19 cases and the identification of areas and people that might be at high risk.
 
The aim of this work is to contain and try to limit the spread of the epidemic, enhance the capabilities of local authorities, and improve their ability to respond to the crisis. In this framework, engineers with experience in GIS technology, who have been trained within the framework of cooperation between the University of Balamand and the Order of Engineers and Architects in Tripoli, will participate in this work.
 
This effort is within the framework of the university's unrelenting commitment to working with partners, national and international, and local communities to provide services and solutions that contribute to the betterment of society and social development. The university is currently working to create several solutions and applications that adopt (GIS) systems to contribute to national efforts to containing the COVID-19 epidemic and online learning and assessment.
 
In a statement, UOB Vice President for Internationalization and Engagement and Dean of the Faculty of Engineering, Professor Rami Abboud, emphasized that this effort stems from the university's social and ethical responsibility, especially at this difficult time. "Our duty as human beings is to help our fellow citizens. As a university, we are committed to placing our capabilities, experiences, and skills at the service of our society and our nation."

This application, and many other solutions are developed as per the recommendations of the UOB COVID-19 Crisis Management Team that is headed and led by the University of Balamand President, Dr Elias Warrak.
