UOB Alumna Dr. Scarlett Tannous Excels Globally in Industrial Risk Management

The Faculty of Engineering (FOE) under the University of Balamand (UOB) is delighted to celebrate the remarkable achievement of its graduate, Dr. Scarlett Tannous, who has successfully earned her PhD in Industrial Risk Management Policies for High-Risk Chemical and Petrochemical Sites at Paris Dauphine University – PSL University. Ranked among the world’s top 20 universities in 2024 (psl.eu, 2024), PSL University provided the ideal setting for Dr. Tannous’ pioneering research culminating in the successful completion of her doctoral degree on December 18, 2023.

Dr. Tannous graduated from FOE in 2017 with a master’s degree in Chemical Engineering specializing in Petroleum Engineering. She was a top-level student who graduated with distinction holding a GPA of 3.71 and a cumulative average of 92%.

Focusing on high-risk sites, including Seveso Upper Tier and Major Hazard Facilities, Dr. Tannous’ research explores the effectiveness of risk management policies and challenges associated with these high-risk environments. Her doctoral thesis introduces a cutting-edge multicriteria assessment framework for risk prevention policies and regulations, drawing comparisons between practices in France and Australia. This contribution holds significant implications for enhancing public policy and advancing risk management approaches.

Recognized on an international stage, Dr. Tannous was honored with the prestigious Project Award by the Risk Policy and Law Specialty Group (RPLSG) at the Society for Risk Analysis in the United States. Further emphasizing the global impact of her work, her findings are published in the International Journal of Disaster Risk Reduction.

Demonstrating resilience and determination, Dr. Tannous has achieved this extraordinary milestone despite the challenging circumstances in her home country. Reflecting on her time at UOB, Dr. Tannous shared: “My experience at UOB was not only challenging and rewarding but also enjoyable with unexpected opportunities. From competent international professors to rich network of connections and collaborations, this university changed my mindset and boosted my career prospects. During my years at Balamand, I consistently ranked in the top 10% of my class in Chemical Engineering, a testament to my relentless drive for excellence that UOB fosters.

My final-year project, conducted in partnership with UOB and UNDP, delved into the LCA of energy systems. Thanks to the promising results of this project, I received several awards including Order of Engineers Poster Award in Lebanon and the 10th World Congress of Chemical Engineering (WCCE10) Fellowship in Barcelona, Spain. Beyond academics, I immersed myself in campus life— balancing studying at the library, engaging in university events, writing articles for our university local newsletter, and leveraging international opportunities offered by the faculty.
These experiences shaped me into a determined, adaptable, and forward-thinking individual, ready to thrive in dynamic and high-stakes environments - I am a proud Alumna!”

Vice President for Internationalization and Engagement and Dean of the Faculty of Engineering Professor Rami Abboud expressed his profound pride and heartfelt congratulations to Dr. Tannous for her outstanding academic accomplishments. He emphasized that her success reflects the high standards and academic excellence fostered by the Faculty of Engineering and its alumni network. He affirmed that Dr. Tannous’ global recognition not only reflects her unwavering dedication and resilience but also underscores the impact of UOB’s educational excellence on the international stage.
